Q.What are the certification goals of the KMSS?
A. The 4 goals are as follows:
- 1. Increase the quality of Kentucky's workforce
- 2. Increase productivity and per capital income
- 3. Provide for a higher standard of living
- 4. Improve quality of life
Q. What is the value of the KMSS?
A. A displaced worker may receive hiring preferences based on their performance on the KMSS. An existing employee may receive a raise or bonus based on their performance. Counties will be able to showcase their workforce when recruiting manufacturers to build in their county. Qualification: KMSS Certification and assessment must be used according to legal hiring and promotional practice.
Q. Who will we assess?
A. Assessment Centers will be assessing the following groups of individuals:
- 1. Displaced workers
- 2. Blocks of employees from the Manufacturing Industry
- 3. Post-Secondary students
Q. What types tests are offered?
A. Currently there are two types of tests, basic and advanced.
Q. How do we schedule an assessment?
A. Please schedule the assessment at a time that is convenient for the test taker and for the testing administrator. Please allow 24-48 hours for delivery of testing materials.

Q. What items will I be receiving when I order KMSS assessments?
A. You will be receiving the following items:
- 1. Security checklist
- 2. Test booklets
- 3. Answer sheets
- 4. Test administrators report form
- 5. Pre-addressed UPS Overnight mail return form
- 6. Test Administration Booklet (only on initial shipment)
- 7. Security release to be signed by the test administrator (only on initial shipment if one has not already been signed)
Q. How should the KMSS assessment be administered?
A. You will receive a Test Administration Booklet on your initial shipment of assessments. This booklet has detailed instructions on how to prepare, administer, and return the assessment. If you cannot locate an answer in the Test Administration Booklet, please contact Denise Welch at 877-528-2748 (toll-free in KY) or 859-246-3380.
Q. What are the security requirements for the testing materials?
A. All testing materials must be placed in a secure storage area. Storage areas with common keys are not considered secure. All user names, passwords and student information must also be securely maintained.
Q. How long will the assessment take?
A. Both assessments will be allotted 2 hours to complete.
Q. May calculators be used on the test?
A. No
Q. Where will the assessment be graded?
A. The paper/pencil assessment will be graded at the KCTCS System Office and online tests are scored immediately through the test administration software.
Q. What will the test taker receive with their results?
A. The test taker will receive the following:
- 1. Letter indicating whether they passed or failed
- 2. Individual test results
- 3. KMSS Certificate (if they pass)
- 4. KMSS laminated card (if they pass)
- 5. Copy of the standards they were tested on (if they fail)
- 6. Directions on who to speak with about continuing their education/training (if they fail)
Q. How long does it take to get assessment results?
A. Results for paper/pencil assessments will be mailed back to the assessment center or their employer (if applicable) for dissemination within a maximum of 2 weeks after the testing materials are returned to the KCTCS systems office. KCTCS will make every attempt to return the results sooner than the 2-week maximum depending on volume. Results are immediate via online and iRespond delivery systems.
Q. Why would an employee want to release their testing information to their employer?
A. An employee may receive a raise or promotion depending on how well the employee scored on the test. However, employees may have to pay for the test themselves if they fail. This would be an agreement between employee and employer.
Q. Will the Assessment Center receive results?
A. The Assessment Center will receive individual results when they receive the Assessment Center results package. The results are individually sealed and the assessment center is responsible for dissemination of result packets to each individual test taker.
